What Does Flashing On The Galaxy Map Indicate?
A: If a planet icon is flashing it means that at least one of your ships has been shot on that planet within the last 30 seconds. In multiplayer you and your teammates can trigger a "flare". The "flare" is used to draw the teams attention to a particular system. Flares will be much larger than the ship attack flash above, last about 30 seconds, and will be the player color of whomever triggered the flare.
