Why Do Some Ships (Such As The Fortress) Have Two Range Circles?
A: The range with a dotted-line border is the attack range of the ship, whereas the (usually smaller) range without a border is the counter-shooter range. In the case of the fortress, it is able to simultaneously shoot at nearby enemy ships, and it provides a radius of protection against incoming Negative Energy shots.
