The strategies might be a nobrainer but will still be listed.
Flood
(Do lakes flood mountain tiles? -> surround lakes with mountains to stop flood)
- If lakes are near to any city remove or replace them by other tiles.
- If no lakes at all/few lakes do exist (number?) place some at various places as far away from cities as possible.
