AI War:Deepstrike Threatening

When Human units are more than 4 hops away from any Human or neutral planets, the AI triggers a Deepstrike Threatening protocol. While this protocol is active, a warning is displayed in the top-left panel: "AI is gathering threat because of your deepstrike on {PlanetName}." and the AI players spawn units directly as Threat.
