Raw Resources are produced in raw-resource-buildings on a turn by turn basis. Each raw-resource-building will produce a particular amount of a particular resource, even fractions of a them (e.g. "Produces 0.5 Horses per turn." means you will get 1 horse every second turn)
Raw Resources are available to every town (and the creator itself) no matter which town created it.
Finished Goods are not actually produced rather traded on a special raw-resource to finished-good ratio when they're actually needed. (e.g. "1 Sword from 3 Iron" means your villagers could get 1 sword for each 3 irons you have)
Finished Goods are available to the town in which the building is in (and the creator itself if there is at least any building in any town).
