WoeName is the name of the woe.

- Lakes will swallow over every tile but not empty ones (TownCenter?)
- will spawn lakes on empty tiles until until a total of 8 is reached
- will turn 2-9(?) tiles adjacent to a lake with a max. distance of 2 into lakes
Strategy
- If lakes are near to any city remove or replace them by other tiles.
- If no lakes at all/few lakes do exist (number?) place some at various places as far away from cities as possible.
