Contracts in The Last Federation are actions with which the player interacts with each race in order to accomplish steps toward forming a federation.
Pasted in XML code from game files, needs formatting... wow, there are a lot of contracts.

Well, I'll tell you what they're for: getting a hefty payday in resources. If a race colonizes a moon, they'll discover what its primary resource type is, and get a big monthly income of that sort from the moon. Also, the Acutians can only strap rockets to UNCOLONIZED moons at planets they control, hint hint. Just for, you know, potential future reference.</ln>
<ln id="Contract_Name_Skylaxian_BrokerTradeRoute">Broker Trade Route</ln>
<ln id="Contract_Desc_Skylaxian_BrokerTradeRoute">COMPUTER REPORT: Okay, stop yawning. With all four heads, even. Jeez. Look, trade routes are awesome: it's like free resources AND free goodwill. Actually it IS those things, it's not "like" them. Each month where a trade route exists between two races, they both get a bonus in resources (Synergy! Or something!), and their mutual attitude also increases bit by bit because of all that mutually-beneficial partnering-in-commerce they're doing. If you want two races to like each other better, this is one way to go about it!</ln>

<ln id="Contract_Name_Skylaxian_ImposeTariffAgainstPlanet">Impose Tariff Against Planet</ln>
<ln id="Contract_Desc_Skylaxian_ImposeTariffAgainstPlanet">COMPUTER REPORT: Normally when you have a trade route between two planets, each side gains an attitude boost toward the other in the Commerce Partner category. Imposing a tariff from this planet to the other planet means that the other planet won't gain those attitude improvements toward this planet, but instead this planet gains a monthly boost to its Economic RCI value. Trade tariffs are one-way and universal from one planet to another (aka they are not per-trade route). So unless the other end also establishes a tariff against this end, the attitude bonus keeps happening over here, AND we get points on the economy scale. If a planet changes hands, then all tariffs are wiped out on that planet.</ln>
<ln id="Contract_Name_Skylaxian_EliminateTariffAgainstPlanet">Eliminate Tariff Against Planet</ln>
<ln id="Contract_Desc_Skylaxian_EliminateTariffAgainstPlanet">COMPUTER REPORT: Local economy looking better? Or is it that the attitude of the other race to this one is looking worse? Either way, if you want to get them to cancel the tariff, here's where you pay them off.</ln>

<ln id="Contract_Desc_Skylaxian_CreateFederationWithOtherRace">HYDRAL: You get along with them, right? And they like you? And you like my idea about a universal federation, too? Then let's get started! But then again, maybe we should be careful with our timing. As soon as the fed is established, there is sure to be some anti-federation sentiment that starts building up elsewhere. Then again, don't wait too long... Augh, decisions, decisions!</ln>
<ln id="Contract_Name_Skylaxian_InvestInInfrastructure">Invest In Infrastructure</ln>
<ln id="Contract_Desc_Skylaxian_InvestInInfrastructure">COMPUTER REPORT: There are four ways that a building can be constructed on a planet: 1. As part of the normal budgetary process for the planetary government. 2. When the planetary government cashes in a large amount of some resource in exchange for an insta-building. 3. When you do a dispatch mission to help them build a structure yourself (well, you plus your goons). 4. Or, lastly, this way. Oh, and they retaliate; did I mention? Even if they wind up really liking you in the future, they'll keep sending periodic assassins your way. For sport, I guess? BUT. Taking one is considerably easier than holding onto it, however. Enemy races and/or pirates may swoop in to take it back or simply destroy it. Even if you're nearby you may not notice in time to save the facility. That's where Security Goons Incorporated (based at the black market) comes into the picture. Our personnel may not be the sharpest knives in the drawer, but if you pile up enough of them you can hold off sizeable armadas. Be sure to replenish any losses after an attack. A rule of thumb for how many you need is roughly 1 goon times your space power multiplier for each point of effective power level of attacking armadas. Oh zark that sounded complicated. Goons buy you plenty of time, so if you have 10-15 and they seem to be outmatched, you can just buy more at the time. If you don't have any outposts right now, and don't plan on capturing any anytime soon, then there's no point in hiring security goons. In fact you don't have much choice but to find a sponsor race that will share the burden (and reward) of the research. Even then, they won't throw all their research capacity into your project and many technologies may remain beyond your grasp. At the black market you can hire scientists to assist you in your research projects. Each scientist that you have shaves at least one month (increased by your science techs and science outposts) off your next tech research, and then is released from his or her contract. Once a tech's research time is reduced to 5 months, no further scientists are applied (or released). Scientists will hang around until you need them, but there's no reason to hire any unless you plan on researching some technology.
