How to use in your fleet
Bring this ship along to provide repairs to your fleet while operating in enemy territory. Unlike Engineers, these do not take extra damage while in AI territory and so are able to stay alive long enough to provide repair capability while AI forces are present.
How to counter when in the AI fleet
While not a serious threat as long as you do not allow other AI ships to run away and repair, these ships have enough health and damage that you can't ignore them as they can survive long enough to break through a weak spot in your defensive line.
