An AI/Neinzul hybrid experiment gone wrong. When hostiles are present, this post continuously generates nanoswarm-like drones. This is a Core Guard Post and will only spawn on AI Homeworlds.
It must be destroyed before humans can damage the AI Command Station on this planet. If this is an AI Homeworld, all Core Shield Generators (if enabled) in the galaxy must be destroyed before this can be damaged.
It increases AI Progress by 1 when destroyed and, unless the Lazy AI option is enabled, also increases the AIP Floor by 10.
Also, this one is a Brutal Guard Post. They are considered much stronger and AI Homeworlds can only have a few of them. (The Brutal AI Type can also have one on each MkIV planet.)

Drones hit up to 10 targets when they explode.
How to counter when in the AI fleet
While this guard post is scary for the damage it can output, the drones it spawns are the bigger threat.
Unlike other reclamation/zombie effects, any ship the drone damages immediately turns into a zombie, even if it has 99% health left.
Thankfully, the drones can not damage ships with the Reclamation Immunity, such as your starships.
Also, the shots from the Guard Post itself are considered Sniper Shots and so the Counter-Sniper coverage a Scout Starship offers will render the Guard Post unable to damage your fleet.
Combining these two factors, the most common strategy to kill this guard post is to send a starship only fleet that has Scout Starships along for the counter-sniper coverage.
Of course, having your starships survive long enough to kill this guard post will require clearing out other units in the system first.....
Note the keyword "hostiles are present". This guard post will keep spawning drones as long as any ship, even just a Scout, is present in the system.
If you allow these drones to stack up you can be greeted by a swarm of 200 drones when you warp your fleet in, effectively stalling your attack as that can be 2000 of you ships zombied as soon as you warp in.
Note the 4 minute self-attrition on the drones however. Removing all of your ships from the AI homeworld and waiting 4 minutes will cause them all to self-attrition and allow you to warp into the system without being subject to that drone swarm.
