How to use in your fleet
On the surface, bullet-proof fighters are stronger Fighter cousins with immunity to fighter weaponry. They will win in an equal engagement against most short-ranged fleet ships - shell ammunition is oddly rather common, so the bullet-proof property is of more use that one might first realize. In particular, this includes some paralysis and reclamation ship-types, which nullifies their special abilities. On top of this, Immunity to insta-kill means you can send these ships to planets with an ion-cannon safely. This can be particularly useful when trying to protect your other insta-kill immune ships (usually large starships) from the local bomber squadrons while raiding.
The price tag is comparatively higher - you pay for what you get. At the 5.02x state of balance, it's a bargain compared to fighters.
How to counter when in the AI fleet
For all its benefits, the bulletproof fighter has the same counters as the ordinary fighter - it does not fare much better against missiles from Missile Frigates or MLRS Turrets. One could easily decrease the amount of shell-based weaponry in one's arsenal, and the bulletproof is reduced to merely another glorified fighter to blow to smithereens. Lightning Turrets will also help to easily remove these threats if kept in range via gravity turrets.
One tactic includes using Spire Teleporting Leeches to reclaim these, as bulletproofs are immune to each other. :) Botnet Golems would also work, but Leech Starships and Parasites use shell weaponry.
