How to use in your fleet
Unlocking the Engineer Mk III is not a prerequisite of building the Experimental Engineer if you can capture the Experimental Fabricator to build them.
Note that the Mk I Engineer is more expensive to build than the Mk II Engineer as you start the game with Mk I's available.
How to counter when in the AI fleet
The AI doesn't use Engineers.
