How to use in your fleet

In general, don't. They aren't a superweapon, they're a 1 shot at a time sniper. It can't hurt large cloaked ships that are immune to insta-kill and fires too slowly to put a dent in large swarms of small cloaked ships.

How to counter when in the AI fleet

Not as dangerous as you might think at first since it can't hurt large cloaking ships like scout starships and assault transports. Just be careful not to lose your mark 4 scout drone to one.

Against the Counter Spy AI type, which will have these on most of its planets, consider unlocking the higher marks of scout starships instead of scout drones.
