How to use in your fleet
On the surface, bullet-proof fighters are stronger Fighter cousins with immunity to fighter weaponry. They will win in an equal engagement against most short-ranged fleet ships - shell ammunition is oddly rather common (including some paralysis and reclamation ship-types, which nullifies their specials) so the bullet-proof property is of more use that one might first realize. On top of this, Immunity to insta-kill means you can send these ships to planets with an ion-cannon safely.
The price tag is comparatively higher - you pay for what you get. At the 5.02x state of balance, it's a bargain.
How to counter when in the AI fleet
For all of its benefits, the bulletproof fighter same the same counters - it does not fare much better against missiles from Missile Frigates and MLRS Turrets. One could easily decrease the amount of shell-based weaponry in his arsenal, and the bullet-proof is reduced to merely another glorified fighter to blow to smithereens.
Notably, GUDare suggests the use of Teleport Leeches to reclaim a whole bunch - bulletproofs are immune to themselves. :) As leech starships and parasites use shell-weaponry, Botnet Golems is the other option.
