How to use in your fleet
On the surface, bullet-proof fighters are stronger Fighter cousins with immunity to fighter weaponry. They will win in an equal engagement against most short-ranged fleet ships - shell ammunition is oddly rather common (including some paralysis and reclamation ship-types, which nullifies their specials) so the bullet-proof property is of more use that one might first realize. On top of this, Immunity to insta-kill means you can send these ships to planets with an ion-cannon safely.
The price tag is comparatively higher - you pay for what you get. At the 5.02x state of balance, it's a bargain.

One could easily decrease the amount of shell-based weaponry in one's arsenal, and the bulletproof is reduced to merely another glorified fighter to blow to smithereens.
GUDare suggests using Spire Teleporting Leeches to reclaim these, as bulletproofs are immune to each other. :) Botnet Golems would also work, but Leech Starships and Parasites use shell weaponry.
