How to use in your fleet
A 'Space Tank' is somewhat mis-named: it is essentially an more heavily-armoured Bomber that also counters Bombers, leaving Fighters as the best triangle ship counter. As they are as slow as Missile Frigates, these ships serve better in a defensive role or in situations where polycrystal armour is essential (read Fortress assault). In such cases Space Tanks really shine.
Comment on overall balance: Generic force-multipliers are somewhat of a mixed bag. Some players are of the opinion that more bombers is always good - others find this ship lack-lustre due to its low mobility, for which it doesn't actually get much more survivability.
How to counter when in the AI fleet
Not significantly different from Bombers, but will take noticeably longer to kill. Their stronger attacks/longer range (the tool-tip has fooled you!) will also lead to more significant casualties if you bring in the wrong ship-types.
