Allows you to build economic and defensive ships at planets your team doesn't control. Cruicial for establishing beachheads in enemy or neutral territory. |

How to use in your fleet
This unit offers the system build menu in systems that you do not control.
Note that 'control' is considered on a per player basis, in a multiplayer game, you do not have control in your allies systems and so require this unit to build constructors or turrets in your allies system.
Also, note the "Requires Supply" limitation. This means you can only build in systems adjacent to a system with a human Command Station. For the purposes of the supply mechanic, an allies Command Station does count.
Lastly, you can not construct Harvesters with unit.
